This is artist and designer Micaël Reynaud, whose website, Dunun links prominently to his Google+ profile. For an artist creating GIF’s, this is actually a smart move. It appears that Google has no problem hosting gifs with massive filesizes (4MB+), as opposed to Tumblr, whose cap is less than a megabyte.
